A man from Harlow, Ross Jacobs, has been punished after admitting to multiple sexual offences against minors.

Ross Jacobs, 22, of Spinning Wheel Mead, Harlow, appeared at Chelmsford Crown Court on January 31.

The two offences were:

Between May 31st, 2021 and June 6th, 2021 at Harlow being a person aged 18 or over, Ross Jacobs, intentionally caused or incited a girl aged 14, not reasonably believing she was aged 16 or over, to engage in sexual activity of a non penetrative nature, namely sending sexually explicit texts and photos.

Ross Jacobs was sentenced to the following:

Community order made. Ross Jacobs must comply with the following requirements by 30/07/2023:

Rehabilitation Activity Requirement: Offender to comply with any instructions of the responsible officer to attend appointments (with the responsible officer or someone else nominated by them), or to participate in any activity as required by the responsible officer up to a maximum of 40 days.,

Unpaid Work Requirement: Carry out unpaid work for 180 hours within the next twelve months. This work will be supervised by the responsible officer.

Sexual harm prevention order made on conviction for 5 years. Whilst the order is in force the defendant is subject to the following prohibitions:

Ross Jacobs must not:-

  1. Possess any device capable of accessing the internet unless: (a) it has the capacity to retain and display the history of internet use and is at all times set to do so (including but not limited to text message and call history. (b) and he makes the device available on request for inspection by a police officer or designated investigation officer (c)

and he allows such person to install risk management monitoring software if they choose. (d) Interfering with
or by passing the normal running of any such computer monitoring software. (e) In addition to these prohibitions the defendant must provide his monitoring officer with a list of devices in his possession and control capable of accessing the internet and/or storing digital images/videos.

  1. Delete the history referred to in Restriction 1, without the written permission of the Chief Constable of the police force for the area in which he is residing at the time or one of his designated investigation officers. This provision does not apply when the deletion is part of the computers automatic process, ie when an application is automatically updated and the old application delete/amended or anti-virus programme.

This provision does not apply when the deletion/clean is part of the computers automatic process, ie when an application is automatically updated and the old application delete/amended or anti-virus programme.
  3. Acquire any device capable of storing digital images unless he gives
    his monitoring officer notification of the acquisition of such device within 5 days of acquisition of such a device.
  4. Using any cloud or similar remote storage media capable of storing digital images (other than that which is intrinsic to the operation of the device) unless, within 3 days of the creation of the account for such storage, he notified the police of that activity, and provides access to such storage on request

for inspection by a police officer or delegated investigation officer.

  1. Have any contact with any child under the age of 16 years (other than through unavoidable or inadvertent day to day encounters) unless their parents/guardians are aware of this conviction and have expressly consented to contact.
  2. Knowingly associate with any other Registered Sex Offenders without the approval of a Police Monitoring Officer.

Jacobs was also fined £145.00

Defendant required to register with the police in accordance with the Sexual Offences Act 2003 from 31/01/2022 for 5 Years. Nominated police station: Harlow.
