Another attempt for release came from an Eastbourne Paedophile Alan Hopkinson who abducted and sexually assaulted two ten-year-old girls.
Alan Hopkinson, 69, refused his 11th plea to leave jail and officials think he still poses a threat to society.
Following his 1999 kidnapping of the two children in Hastings, East Sussex, the former soldier is serving nine life sentences for sexually mistreating them at his flat.
Although he says he is a reformed man, a parole board assessment stated a proposed release plan was not “robust enough to manage Mr Hopkinson in the community at this stage,” The Sun writes.
“Because it (the panel) did not believe the controls on Mr Alan Hopkinson’s behaviour that could reasonably be put in place would be sufficient in light of the very serious nature of his offending, his previous record of offending and the concerns about his willingness to engage with professionals if released,” the statement said.
The report concluded: “After considering the circumstances of his offending, the progress made while in custody, and the evidence presented in the dossier, the panel was not satisfied that Mr Hopkinson was suitable for release.”
Alan Hopkinson should not be sent to an open jail, it also advises.
From the street, Alan Hopkinson abducted Charlene Lunnon and Lisa Hoodless and packed them into the boot of his car.

Before the police, who started a large-scale manhunt, discovered them both disturbed but fortunately alive, he kept the girls at his house and sexually abused them.
Brave survivor Charlene Lunnon said:
“Before we were abducted in Hastings, East Sussex, my friend and I had known each other for around seven months.
Typical 10-year-olds who like boy bands and shopping for sweets, we were walking to school one frigid morning in January 1999 when a car stopped.
Then 45-year-old Alan Hopkinson, the driver, embraced us and cuddled us to enquire whether we were alright.
He put us into the boot with his hands over our mouths the next instant.
Clung to one another, we lay afraid in the dark.

We stayed in Alan Hopkinson’s Eastbourne flat for four days; the windows were barred, and the door handles were taken off so we couldn’t get away; he raped us in his dirty bedroom.
Having been sentenced to seven years in jail for kidnapping and attacking an 11-year-old girl, he was a convicted paedophile.”
The victims—who gave anonymity to author a book—have termed Hopkinson dangerous.
Now 34, Charlene claimed she will always strive to keep the paedophile in jail and he should never be let out.
Held at Full Sutton Prison in Yorkshire, Alan Hopkinson has served 17 years over his minimum term since he continues to be a public hazard.
Two years from now, he will not be permitted to have another hearing.
Judge Brown noted during his sentence that the public has the right to demand the court does everything to guarantee he is never free to endanger small children once more.
