A former Lincolnshire councillor Paedophile, Ian Dolby, previously incarcerated for downloading child abuse photos, has reappeared in court for violating his sexual harm prevention order.

Ian Dolby, residing on North Road in Sleaford, was sentenced to two years in prison in August 2017 after confessing to the downloading of child pornography.

The 55-year-old admitted guilt to 23 counts of producing an indecent photograph of a child on the second day of his trial, following the discovery of 700 computer discs at his residence in Sleaford.

Ian Dolby was registered as a sex offender for a duration of 10 years and issued a sexual harm prevention order to regulate his conduct upon release.

He has reappeared in court for violating his sexual harm prevention order.

The former Sleaford Town Councillor declined to provide a device capable of internet access for examination when requested by the authorities on August 29 of the previous year.

The ex-councillor attended Lincoln Magistrates’ Court on December 12 of the previous year, where he admitted guilt to the charge.

Ian Dolby was penalised 150 and mandated to pay a 32 fee to finance victim services, along with 85 in expenses as determined by magistrates.

During his initial trial in 2017, the court was informed that police discovered a collection of over 700 computer discs containing pornography in Ian Dolby’s bedroom when investigating after arresting his lodger for an unrelated issue.

Among these, 45 discs included child pornography, comprising almost 500 films totalling 184 hours in duration. These were downloaded between 2010 and 2013.

Mark Knowles, representing Ian Dolby, stated that 90 percent of the content discovered in his residence consisted of adult pornography and that he exhibited an obsessive nature.

“He acknowledges that he has an issue,” he stated. He is eager to understand the root of his challenges.

“He is predominantly a recluse who allocates most of his leisure time in his room on his computer.”

In sentencing Ian Dolby to incarceration, Judge Simon Hirst remarked: “You have exerted every effort to evade confronting your misconduct.”

“This form of criminal behaviour is not devoid of victims in any respect.” Each still shot and every frame of a film bears the visage of a child who has endured the most egregious forms of sexual abuse.

“Your actions perpetuated the market and distribution of such images and incentivised the creation of additional images.”
